Job Title: Project Engineer
Reporting to: Project Manager
Sector: FSL
Location: Sayun - Rakhya 
Deadline: 19 February 2025

 

Tasks and Responsibilities:

 

• Prepare all business tender documents for all project activities and provide technical assistance to tender committees during the analysis period.
• Supervise the construction/rehabilitation process, and ensure that it is completed within schedules and according to the project engineer's approved technical tables, drawings, and designs.
• Review the overall scope of the project and the quantity schedules for construction projects and prepare the work plan for all project activities periodically for all stages of the project.
• Design and manage the rehabilitation of community-based asset interventions in the food-for-assets program that are tailored to the target communities as well as design and direct supervision of training courses for farmers and other professions for beneficiaries in the food-for-training program.
• Develop a plan to follow up on the implementation of the project's activities on a weekly basis and conduct regular visits to the project sites to ensure professional implementation.
• Follow up on the good documentation of all stages of work for each project site and prepare volumes of activity images for each work site for the same angle for each stage of implementation (before, during, after)
• Ensure contractors' compliance and strict adherence to designs, business plans, safety, health, and quality standards at project sites.
• Regular coordination meetings with relevant on-site staff, engineer supervision, technical supervisors and contractors on deviations in the project's rate of progress while monitoring the quality of work at all project sites and safety for all beneficiaries.
• Ensure accurate record-keeping, identification of defects and timely reporting.
• Preparation and submission of weekly and monthly technical completion reports, whether sent internally or to the donor or or to stakeholders, in addition to processing and submitting the presentations required from time to time for all project activities.
• Ensure that differences from the action plan are documented and reported to its management and project team, in a timely manner.
• Extensive communication with the project team and contractors on quality control and timely completion of projects.
• Identify risks, challenges, constraints and periodically propose solutions.
• Preparation and presentation of the status summary, risk assessment and project progress and performance reports on a weekly and monthly basis for the project team.
• Ensure that community assets qualification and training courses are designed in accordance with applicable laws, standards and regulations.
• Perform any other tasks mandated by project management or organization management so as to include the preparation of comprehensive technical studies (drawings, quantity tables, technical needs assessment) for any new interventions within the framework of the project's target directorates or other directorates.
• Ensure that the materials received are of high quality and from an acceptable country of origin and follow up on all materials supplied by suppliers to the workplaces, provided that they are done on a weekly basis with site supervisors and logistics under official receipts and that the quantities consumed to carry out the activities and remaining in the warehouses before placing purchase orders.
• Ensure that beneficiaries' registration is met in accordance with the criteria of the project and report to the project management on the payment of benefits by beneficiaries for each course of work.
• Develop and implement occupational safety checklists at all the project's workplaces in the targeted directorates to ensure the safety of the beneficiaries.
• Provision of technical training to community volunteers, members of community committees and government officials on project interventions.
• Preparation of procurement plan and purchase orders for all project activities in accordance with the business plan and NMO procedures.
• Oversee the field team's performance and assess their performance in implementation.
• Ensure periodic monitoring through periodic follow-up meetings on field delivery in accordance with the plans prepared, give the team careful guidance on the expected responsibilities and tasks, and provide their needs for the implementation of activities.
• Ensure that the project records and documents (reports and action plans) are prepared, compiled and maintained in accordance with NMO procedures as well as their periodic archiving.
• Monitor project implementation by monitoring progress through liaison with the follow-up and evaluation team and oversee progress.
• Engage the Follow-up and Evaluation Panel in implementation plans for activities throughout the project.
• Ensure the timely implementation of the project and the objective and budget of the project's activities, using effective monitoring and evaluation systems to reach the desired effects.
• Monitoring activities, supervising technical design and implementation, and evaluating progress.
• Ensure awareness and respect of NMO's Code of Conduct and Personnel Policies
• Demonstrate a comprehensive understanding and effective implementation of policies and regulations on quality and compliance, security and safety, logistics, finance and information technology.
• Commitment to provide regular and timely updates on the progress and challenges faced by the field team.
• Participation in the preparation and drafting of all types of project reports (completion, monthly, quarterly, temporary and final).
• Compile, copy and save all project documents in share point platform.
• Field visits are required to the whole work site in Rakhya District, in addition to visiting the Seiyun office for at least two days a week. Any other tasks that may arise from work in any of the districts within the project's scope should also be carried out.

 

Qualifications, Skills and Experience:


• Bachelor's degree in civil engineering, water engineering, water resources management, environmental engineering or other related fields.
• A minimum of 3 years' professional experience in the livelihood asset sector and full knowledge of the food-for-assets or cash-for-work programes. 
• Expertise with NGOs/international NGOs is required.
• Strong technical knowledge and understanding of the challenges of food for assets and livelihoods.
• Strong knowledge of plans, operational procedures and procurement
• Practical and theoretical knowledge of community mobilization and development in conflict-affected areas.
• Strong task management skills, including attention to detail to achieve the timeliness and quality required.
• Ability to work independently, problem-solving skills, and decision-making.
• High skills in coordination, communication, persuasion, and presentation.
• Advanced computer skills in MS OFFICE programs, especially EXCEL.
• Excellent oral and written English skills with the ability to draft and edit project reports.
• Strong organizational skills and ability to perform multiple tasks.
