Job Title: Partnership Coordinator 
Reporting to: Quality and Development Manager
Location: Aden with travelling to other governorates
Deadline: 15 March 2025

 

Job Purpose The Partnership Coordinator will be responsible for developing and managing strategic partnerships with local and international stakeholders, including Local and International NGOs, UN agencies, donors, and government entities.
This role ensures alignment with organizational objectives, strengthens partners engagement, enhances program effectiveness, and ensures robust due diligence and risk management in all partnership agreements.


Key Responsibilities:


Partnership Development & Strategy: 


• Develop and implement a comprehensive partnership strategy aligned with organizational goals. 
• Identify, assess, and engage with potential partners, including INGOs, UN agencies, donors, and government actors, with key focus on local NGOs.
• Lead the partnership mapping process, with focus on local NGOs, identifying key actors in the humanitarian and development sectors. 
• Facilitate strategic networking opportunities and representation in relevant coordination forums, donor meetings, and clusters. 


Partnership Management & Due Diligence: 


• Serve as the primary focal point for partner engagement and relationship management.
• Conduct due diligence assessments for all new and existing local NGOs partners, ensuring compliance with organizational policies and donor requirements.
• Oversee risk assessment and mitigation plans related to financial, operational, and reputational risks in partnerships.
• Ensure robust partner vetting procedures, including legal status verification, financial capability assessment, and safeguarding checks. 
• Lead the development, negotiation, and execution of sub-grant agreements, ensuring they align with organizational and donor regulations.
• Monitor partner performance, accountability, and compliance, conducting regular partner audits and reviews in collaboration with relevant staff. 


Capacity Strengthening & Localization:


• Design and implement capacity-development initiatives for local partners, ensuring adherence to humanitarian principles and best practices. 
• Develop partner-specific capacity-development action plans based on due diligence findings and organizational assessments. 
• Promote localization and sustainability in partnerships by supporting national organizations in institutional development and resource mobilization.
• Work with NMO relevant team to provide technical support and training to partners on financial management, compliance, donor regulations, and programmatic implementation. 


Donor Engagement & Compliance:


• Support donor relations by coordinating with donors, preparing reports, and ensuring compliance with funding requirements.
• Work closely with the Grants, MEAL (Monitoring, Evaluation, Accountability, and Learning), and Finance teams to track funding agreements and donor expectations. 
• Ensure all partnerships align with donor regulations, legal requirements, and international humanitarian standards. 
• Ensure timely and accurate reporting on partnership progress, challenges, and impact to donors and stakeholders. 


Advocacy & Policy Engagement: 


• Engage in policy discussions, meetings and working groups on partnership models, localization, and humanitarian financing.
• Contribute to advocacy efforts by providing analysis on partnership trends, challenges, and best practices. 


Required Qualifications & Experience:


• Bachelor’s degree, Master is preferred, in International Relations, Humanitarian Studies, Development Studies, Business Administration, or related fields. 
• At least 5 years of experience in Humanitarian partnership, due diligence, donor relations, or program 
• Good understanding of humanitarian architecture, funding mechanisms (e.g., UN, USAID, ECHO, FCDO), and localization agendas. 
• Strong experience in conducting partnership mapping, due diligence assessments, compliance monitoring, and risk management for partnerships. 


Essential Skills & Competencies: 


• Experience in partner capacity strengthening and localization strategies. 
• Strong negotiation, diplomacy, and networking skills. 
• Good knowledge of project cycle management, compliance frameworks, and financial oversight. Ability to manage multiple partnerships across different humanitarian and development programs. 
• Strong English and Arabic communication skills.
• Adhere to the organization's Code of Conduct and internal policies. 
• Promote inclusive partnerships, diversity, and gender-sensitive approaches
